The festival ran as part of the Rīga 2014 European Capital of Culture programme, with the theme for that year being The Utopian City, which invited to view the city as a complex and incomplete structure, a place that did not exist. For the first time, the festival also took place in Umeå, where it was organised by Verkligheten, Bildmuseet, Vita Kuben and Umeå Academy of Fine Art.
